Public transit is good and affordable for everyone. The city itself is a place of exchange between East and West, North and South. Strategic foresight experts and futurists from all over Europe met there \u201cin real life\u201d to exchange ideas. Post-COVID, such moments of reunion are still few and far between.\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-42e7110 elementor-widget elementor-widget-text-editor\" data-id=\"42e7110\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>The conference, organized by the <a href=\"https:\/\/www.ait.ac.at\" rel=\"nofollow noopener\" target=\"_blank\">AIT Austrian Institute of Technology<\/a> as part of the Eye of Europe project, brought together more than 150 participants from over 30 countries. The theme \u201cExploring Future-Oriented Collective Intelligence\u201d was brought to life through a diverse and ambitious program.<\/p><p>This time I didn\u2019t travel alone: my colleague Stefan Niederhafner from <a href=\"https:\/\/sudeco.eu\" rel=\"nofollow noopener\" target=\"_blank\">Sudeco<\/a> came along. Together, we are part of the Advanced Foresight Group \u2013 a network of foresight experts who collaborate across institutions to meet foresight needs with quality, agility, and a shared division of labor.<\/p><p><a href=\"https:\/\/www.futures4europe.eu\/post\/futures4europe-book-of-abstracts-t409a\" rel=\"nofollow noopener\" target=\"_blank\"><strong>\ud83d\udc49<\/strong><\/a><a href=\"https:\/\/advanced-foresight.com\/\" rel=\"nofollow noopener\" target=\"_blank\"> You can find more information about the Advanced Foresight Group here.<\/a><\/p><p>Together, we presented two contributions:<\/p><ul><li><strong>Stefan Niederhafner, Bernhard Albert: <\/strong>\u201cCombining Collective and Artificial Intelligence to Unlock the Future of Holistic Strategic Foresight\u201d<\/li><li><strong>Andr\u00e9 Winzer:<\/strong> \u201cEnhancing Policy Innovation through AI-Powered Collective Intelligence Mapping\u201d<\/li><\/ul><p>\u00a0<\/p><p style=\"font-weight: 400;\">Highlights included:<\/p><ul><li><strong>Petranka Malcheva\u2019s<\/strong> keynote on long-term thinking in the Welsh government<\/li><li>a track on feminist futures, where intersectional perspectives and artistic strategies met policy critique<\/li><li><strong>Joe Ravetz<\/strong>\u2019s co-futuring workshop, which combined system mapping with playful engagement<\/li><li>Reconnecting with so many futures studies graduates \u2013 <strong>Wenzel Mehnert, Julia and many others<\/strong> \u2013 and seeing how our academic roots continue to shape practice.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3269011 elementor-widget elementor-widget-text-editor\" data-id=\"3269011\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>As a member of the German network for <a href=\"https:\/\/netzwerk-zukunftsforschung.de\/\" rel=\"nofollow noopener\" target=\"_blank\">Futures studies<\/a>, of <a href=\"https:\/\/www.kapitel21-zukunftsforschung.de\" rel=\"nofollow noopener\" target=\"_blank\">Kapitel 21,<\/a> \u00a0\u00a0and of the <a href=\"https:\/\/feneu.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Foresight Europe Network<\/a> (FEN), I was thrilled to see colleagues from all over Europe again \u2013 and of course many friends from the Millennium Project\u2019s Millennium Nodes, such as Ibon Zugasti.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-572096c e-flex e-con-boxed e-con e-child\" data-id=\"572096c\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div The full Book of Abstracts is available here!<\/strong><\/a><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8565bb5 elementor-widget elementor-widget-text-editor\" data-id=\"8565bb5\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-weight: 400;\">My talk \u2013 \u201cEnhancing Policy Innovation through AI-Powered Collective Intelligence Mapping\u201d \u2013 was part of the session \u201cAI &amp; Participation\u201d (Session 3), moderated by Alexandra Csabi. Presenting in the \u201cAI corner,\u201d alongside exciting contributions from colleagues on participatory AI and global foresight, brought certain assumptions in the audience to the surface \u2013 perhaps partly driven by personal fears about jobs.<\/p><p style=\"font-weight: 400;\">Unfortunately, my colleagues in the foresight bubble are also experiencing organizations that believe foresight can be fully automated by AI. In other words, strategic foresight is replaced by AI foresight, and experienced consultants are pitted against AI agents in pilot projects.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-522feba elementor-widget elementor-widget-heading\" data-id=\"522feba\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">There is a bias that AI in foresight means pure automation rather than empowerment. I don\u2019t share that view!<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6fc9d10 elementor-widget elementor-widget-text-editor\" data-id=\"6fc9d10\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<ul><li>Dialogue processes and reflective processes are where it makes the most sense to take a position. These processes absolutely must be strengthened and expanded.<\/li><li>Our tool doesn\u2019t replace human intuition \u2013 it enables broader access. Groups can reframe assumptions, explore causal relationships and engage creatively with complex futures. AI helps by breaking down language barriers and translating systems \u2013 so that even a child can take part in the discussion.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ee27024 elementor-widget elementor-widget-text-editor\" data-id=\"ee27024\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-weight: 400;\"><strong>My message: <\/strong>AI is not here to replace foresight. It\u2019s here to amplify us! Our prototype empowers diverse groups to modify assumptions, reframe causal connections and interpret impacts.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a1edeb7 elementor-widget elementor-widget-text-editor\" data-id=\"a1edeb7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-weight: 400;\">Strategic foresight must not exist only at the policy level or on paper. It has to move people, spark experiments and empower communities to imagine alternatives \u2013 and then make them real.<\/p><p style=\"font-weight: 400;\">Sometimes I feel that in Europe we talk more than we act, while other regions (Asia, for example) act more than they talk.
